The Punjab government has officially announced the launch of the “Mukh Mantri Sehat Yojna” (MMSY) on January 15, 2026. This flagship universal health insurance scheme aims to provide a safety net for all 65 lakh families in the state.

1. Key Benefits & Coverage

  • Universal Coverage: Unlike previous schemes limited to specific categories (like SECC or J-Form holders), this is a universal scheme covering 100% of the Punjab population, including government employees and pensioners.
  • High Insurance Limit: The coverage has been doubled from the previous ₹5 lakh to ₹10 lakh per family per year.
  • Extensive Medical Procedures: The scheme covers approximately 2,200 medical procedures, including secondary and tertiary care, surgeries, ICU care, diagnostics, and medicines.
  • Network of Hospitals: Beneficiaries can access treatment at 824 empanelled hospitals, consisting of 212 public hospitals, 8 central government hospitals, and over 600 private hospitals.

2. Eligibility Criteria

​The scheme is designed for total inclusivity with no income cap or exclusion criteria.

  • Bona fide Resident: You must be a resident of Punjab.
  • Required Documents: An Aadhaar Card and a Voter ID card are required to establish residency and identity.

3. Registration & Enrolment Process

​To ensure every citizen gets their “CM Health Card,” the government is setting up a massive logistics network:

  • Enrolment Camps: Over 9,000 camps will be organized across the state starting in January.
  • Common Service Centres (CSCs): Residents can also visit any of the 9,000+ CSCs for simple registration.
  • Timeline: While the formal launch is Jan 15, registration is starting now, and most beneficiaries are expected to receive their physical health cards within the next 3–4 months.

4. Implementation Model

​The scheme will be implemented in a “Hybrid Mode”:

  • Up to ₹1 Lakh: Claims will be handled by the United India Insurance Company.
  • ₹1 Lakh to ₹10 Lakh: Claims in this bracket will be directly managed and paid by the State Health Agency (SHA), Punjab.

Launch Event Details

​The scheme will be formally inaugurated on January 15, 2026, by Punjab Chief Minister Bhagwant Mann and AAP National Convenor Arvind Kejriwal. The government has described this as a “historic move” to ensure that no resident of Punjab has to forgo medical treatment due to financial constraints.
