NAMRUP, ASSAM — Marking a transformative moment for India’s fertilizer sector and the economy of the Northeast, Prime Minister Narendra Modi today laid the foundation stone for a massive ₹10,601 crore brownfield ammonia-urea project in Dibrugarh district.
The project, which will be executed by the newly incorporated Assam Valley Fertiliser and Chemical Company Ltd (AVFCCL), is set to revive the industrial legacy of Namrup, long known as the cradle of India’s gas-based fertilizer industry.
A Major Boost for Farmers and Self-Reliance
The new facility is designed to address the growing demand for agricultural inputs in Eastern India and significantly reduce the nation’s dependence on expensive fertilizer imports.
- Production Capacity: Once commissioned in 2030, the plant will produce 12.7 lakh metric tonnes of urea annually.
- Regional Impact: While primarily serving Assam’s tea gardens and farmlands, the output will also be supplied to Bihar, Jharkhand, West Bengal, and Eastern Uttar Pradesh.
- Cost Efficiency: By producing fertilizer locally in the Northeast, the government aims to drastically reduce logistics and transportation costs, ensuring faster supply to farmers.
“A New Chapter of Progress”
Addressing a massive gathering at the bhoomi pujan ceremony, Prime Minister Modi emphasized that the project fulfills a long-standing dream for the people of Ujani (Upper) Assam.
“Today is a big day for Assam and the entire North-East. A new chapter of industrial progress is beginning in this region. This plant will not only strengthen the fields of our farmers but will also become the epitome of the country’s industrial growth,” the Prime Minister stated.
He also used the occasion to contrast current progress with past neglect, noting that older units at the Namrup site (BVFCL) had suffered for decades due to outdated technology and a lack of political will from previous administrations.
Economic and Social ImpactBeyond its agricultural benefits, the AVFCCL project is expected to be a major engine for regional development:
- Employment: The plant is projected to create thousands of jobs—both direct permanent roles in the facility and indirect opportunities in supply, repair, and logistics.
- Joint Venture: The project is a collaborative effort involving the Government of Assam, Oil India, National Fertilisers Ltd (NFL), and Hindustan Urvarak & Rasayan Ltd (HURL).
- Viksit Bharat Vision: The PM highlighted that such mega-projects in the Northeast are essential pillars of the “Viksit Bharat @2047” goal, positioning the region as a leader in self-reliant India.
Two-Day Visit Wrap-up
The foundation stone laying was the highlight of the final day of the PM’s two-day visit to Assam. Earlier in the weekend, he inaugurated the new nature-themed terminal at Guwahati Airport and paid homage to the martyrs of the Assam Movement at the Swahid Smarak Kshetra.
