He stated that it appears the university has forgotten the Constitution of India, especially Article 19, which guarantees the right to freedom of speech, peaceful assembly, and the right to form associations.

​He specifically cited Article 19(a) (Freedom of Speech and Expression), 19(b) (Right to Assemble Peacefully), and 19(c) (Right to Form Associations or Unions).

​He emphasized that these provisions were designed to strengthen Indian democracy and grant citizens the freedom to express themselves.

​He noted that Dr. B.R. Ambedkar, Jawaharlal Nehru, Sardar Patel, and Maulana Abul Kalam Azad ensured these freedoms when drafting the Constitution.

​He declared that by issuing such a circular, the university administration is “bringing back the era of colonial rule.”

​He strongly affirmed that as a citizen of India and a Member of Parliament from Chandigarh, along with Party President Sardar Harminder Singh Lucky and all party workers, they strongly oppose this circular.

To describe the worsening situation, he cited a Hindi proverb: “Ek Karela Upar Se Neem Chadha”—meaning “A bitter gourd that has also been coated with neem (another bitter substance),” implying that something already bad has been made even worse.

He mentioned that in October 2024, he met with former Chairman Jagdeep Dhankhar, who had warned that such an action might occur because the PU elections have been pending for over nine months.

He said he had urged Dhankhar to ensure that the election process starts soon, in accordance with the Punjab Reorganization Act and the structure of the Syndicate, which some people now wish to change.

He further added that he had told Dhankhar at the time that given his background as a High Court and Supreme Court lawyer, such a step (starting elections as per the original structure) would be legally valid.
